This is the introduction of the new staff system. These will consist of certain "departments" which improve your overall company performance in very different ways. You can train your staff to get even better enhancement of your production.
At the moment, only engineers are playable which you need to unlock new sectors. Every sector requires a certain level of know how in engineering, which can achieved by training your engineers to a higher engineering level.
Rest assured, pre-unlocked sectors will remain unlocked, even if you don't have a sufficient engineering level.
