The waste buying has been limited to 50% of you company value. This has been implemented to avoid exaggerated abuse.
This means that you can still buy waste if you use it to get your production going but it will stop players form using it as an excessive free loan.
PS: The temporary issue causing players who overbought waste blocked from buying anything has been resolved.
